The town of Sihanoukville came into existence in the mid 1950s when a deep water port was created in the last days of the French regime. Overlooking this small city is Pagoda Leu, and outside the entrance to this pagoda is a statue of king Norodom Suramarit, who was the father of Norodom Sihanouk, who in turn was the king of Cambodia at the time of the construction of the port. Thus, the then current king acknowledged his father with this statue.

King Norodom Sihanouk is depicted seated on an elephant, with a young boy beside him, very likely his son the future King Norodom Sihanouk. Around the king are a number of grateful peasantry, showing their loyalty. The statue is situated so that the king is looking towards the Pagoda.
