Designed by sculptor Pierre J. Cheronin, this fountain is located about 2 city blocks from the entrance to Jersey's City's Lincoln Park.
The huge circular has a central layered 53-foot tower with sculpted depictions of mythological beings. Surrounding the center are little pedestals with water-spewing frogs.
According to this website: (visit link) the fountain is located on the site of Jersey City 1st baseball games.
The Park and fountain are maintained by Hudson County and the fountain was refurbished in 1911.
