This benchmark is a standard disk set in a concrete post near the east end of the dam at Claremore Lake, Oklahoma, USA. The mark is near normal pool elevation and was about one foot off the shoreline when I visited. They seemed to be a bit undecided on the lettering, as there are several corrections and over-strikes. The disk is marked with the following:

U.S. Department of Agriculture
Flood Control Surveys
Sedimentation Studies
$250 Penalty for Removing
1000
R2
1939

The 1939 is likely the year installed. The original lake was constructed in 1930, according to two internet sources. The level was raised in the 1970's, so this benchmark would have originally been well above the lake level.
