This pub is something of an oddity and the name of no relevance to the area at all.

The Pelican is sometimes a reference to Francis Drakes ship (re-named The Golden Hind), but since there is no seafaring tradition associated with the Grange Estate (so far as I know!), this seems to be made up. Perhaps eating here results in a huge bill!
In recent years, this pub has also been known as The Ebenezer Howard - ironic, since his original plan, as executed, was for a teetotal town.
The sign is a reversed silhouette.
