Yes, a collection of spaced out aliens runs city hall in North Bay, Ontario. City council meets in an elevated polygon (six sides) connected to city hall by a second-story walkway, rather like a rampway at an airport. The building has no windows and explains council's perspective - spaced out with blinkers on. ;-)
