The monument is a simple brick pedestal with plaques on it. It's surrounded by benches and located near the courthouse in the civic center.

The plaque reads: "A memorial to the city of West Covina commemerating the bicentennial year of our nation. 1776-1976."

On top is a Spirit of 76 themed sundial (that's missing a piece) There's also a plaque that reads: "May the light of each day guide us in freedom into the future."
