In the early 1990s, Honolulu attempted a second time to get a fixed-guideway rapid transit system going. While the project fell through, they did surveying for the line, and this is one of the markers for it.

This marker is at the east corner of Punchbowl St and Pohukaina St, amusingly just across the street from a survey mark for the NEW rail project.
