The monument, located at New Bern National Cemetery in North Carolina, was erected by the state of Rhode Island in honor of it's soldiers who died during the Civil War.

Description from the Inventory:

A bronze female figure dressed in classical drapery, her left arm raised above her head, and her right hand holding a laurel wreath by her side. She stands atop a roughly cut square granite base that is adorned on the front with an inscription Rhode Island soldiers who died during the Civil War.
