New Bern, founded in 1710 by Christoph von Graffenried, is the second oldest town in North Carolina. Graffenried named it after his home town, Bern, Switzerland. Bern translates to "bear" and so bears are prominently featured throughout the town and on New Bern's municipal flag.

Description & remarks from the Inventory page:

Scowling bear stands on hind paws.

Originally commissioned by Jack Edwards, owner of Trent Power Equipment in Merritt, North Carolina. The sculpture was carved with a chain saw. The artist chose bears because of the presence of black bears in Pamlico County.
