The plaque is in testimony of the men and women who served in the Navy Reserve Training Center at Quincy, Illinois.
It was organized in the late 1940's.
The floods of 1973 destroyed all that stood here. The ground was turned over to the Quincy park district. Soon after the center was disbanded.
