This is a US Coast and Geodetic Survey and State Survey standard disk, marked F 13 1934, and is located in Sandown, NH. It is set along the former Worcester, Nashua & Portland branch of the Boston & Maine railroad, which was shut down and dismantled several years ago. It has since been converted to the Rockingham Recreational Trail. The station is also near the Sandown RR Station which has been restored and serves as a historical museum with various railroad artifacts. This station does not appear on the NGS list, but it does appear on the NH Geodetic Control datasheets. This is the datasheet directions verbatim:

THE STATION IS LOCATED IN SANDOWN. TO REACH THE STATION FROM THE TOWN HALL IN SANDOWN, GO NORTH FOR 0.15MI(0.24KM)ON STATE ROUTE 121A TO THE STATION ON THE RIGHT. THE STATION IS A STANDARD USCGS AND STATE SURVEY DISK STAMPED -F 13 1934-, SET IN A LARGE LEDGE OUTCROP, 4FT(1.2M)ABOVE THE GROUND. LOCATED 99.0FT(30.2M) SOUTH FROM NHGE CO POLE 43T/11/1, 178FT(54.3M) SOUTHWEST FROM THE SOUTH CORNER OF RAILROAD STATION, 116FT(35.4M) FROM THE CENTERLINE.

This rock outcrop is hard to miss; it has an ornate field stone masonry planter built on top of it, it almost resembles a crown. If you stand in line with the rock and the RR Station, facing southwest towards the rock, you will see the disk although it might be obscured some by moss and grass growth.
