A 'City Pillar Shrine' represents the spirit of each town and city of Thailand. In Thai the term is 'Lak Mu-eang' (very difficult for a westerner to pronounce). Each Thai province has an official shrine, in addition, a number of district capitals (the level of government below a province), also possess shrines, smaller in size than the provincial level shrine.
The shrine for Kaset-Wisai is red in colour, ~4m on a side, with an open construction. The actual pillar seems smaller than others I have seen, <1m high. The shrine is easily found facing the street, near the government offices, and outside the entrance to Wat That.
