Bronze statue of a standing woman wearing a robe and on her head laurel leaves. She is holding a shield and a large saber is is to her front vertically with its tip resting at her feet. She represents "Liberty". To her proper left front is sailor and to her right front a solder. The statues stand on a base with plaques. The front has a cross with a circular medallion inscribed: "SPANISH-AMERICAN WAR VETERAN 1898-1902" On the right and left sides of the plaque list the Illinois Volunteer Regiments which participated. The plaque on the back lists individuals involved in the placement of the memorial.
