T. Lillie Mercer, Sabino Otero and others established the Tubac town site in 1882, built the Tubac School in 1885, and they organized the Tubac Scouts in 1866 to fight the Apaches.

In 1789, Toribio Otero received the first land grant in this area in exchange for teaching school at his ranch. A school district was established in 1876 and in 1885 T. Lillie Mercer built this school, one of the earliest in Arizona. It was in use until 1965 and is now a part of Tubac Presidio State Park.
