AT PHENIX CITY, NEAR THE NORTHWEST CORNER OF THE INTERSECTION OF 5TH AVENUE AND 14TH STREET, SET VERTICALLY IN THE EAST FACE OF THE NORTHEAST CORNER OF THE PHENIX CITY - RUSSELL COUNTY LIBRARY (OLD POST OFFICE), 2.8 FEET SOUTH OF THE NORTHEAST CORNER OF THE BUILDING, 2.4 FEET ABOVE THE LEVEL OF THE GROUND, AND ABOUT 10 FEET ABOVE THE LEVEL OF THE AVENUE.
