The tower clock and bells in the tower of the Denver City and County Building were donated in 1932 by Kate Speer in memory of her husband, former Mayor of Denver, Robert Speer, who supported the City Beautiful movement in the early 1900s. (visit link) Mayor Speer proposed the new City and County building in 1904, but the building was not completed until 1932. There is a plaque in the entrance way of the City and County Building that reads:

There are 10 bells in this carillon; it is best suited for music in the key of C. The clock and carillon have suffered with poor maintenance during periods of financial problems with the city budget, but have been restored during the past five years. The bells chime every fifteen minutes. During the holiday season, performances are given. Very few people know how to play the carillon. (visit link) or (visit link)
