Quoting the NGS description,

"DESCRIBED BY NATIONAL GEODETIC SURVEY 1971 AT NEWPORT NEWS. AT NEWPORT NEWS, ABOUT 0.95 MILE SOUTHEAST ALONG THE CHESAPEAKE AND OHIO RAILWAY FROM THE CROSSING OF OYSTER POINT ROAD AT OYSTER POINT (A SUBURB OF NEWPORT NEWS), 169.0 FEET SOUTHWEST OF THE SOUTHWEST RAIL OF SOUTHWEST TRACK, 66 FEET WEST OF THE CENTER LINE OF U.S. HIGHWAY 60 (WARWICK BLVD), 20 FEET NORTH OF THE CENTER LINE OF THE MAIN ENTRANCE TO THE PENINSULA MEMORIAL PARK CEMETERY, 1.1 FEET NORTH OF THE NORTH FACE OF A BRICK PILLAR, 0.4 FOOT EAST OF A STEEL PICKET FENCE, AT THE SOUTHEAST END OF A SMALL SHRUBBERY GARDEN, 4 FEET BELOW THE LEVEL OF THE TRACK, AND ON THE TOP OF A 4-FOOT COPPER COATED ROD THAT IS ATTACHED TO A METAL BASE PLATE. THE DISK IS LEVEL WITH THE GROUND AND ENCASED IN A 4 INCH CONCRETE PIPE WHICH IS FLUSH WITH THE GROUND."

As noted by geocletic on geocaching.com the published coordinates are wrong. In addition, the reference to "U.S. HIGHWAY 60 (WARWICK BLVD)" is incorrect; should be Nettles Dr. Aside from those problems, benchmark was found as described, under several inches of mulch.
