I don't know, maybe this is normal in other parts of the world. I personally have never heard of horses with license plates before.

In the woods of Allschwil - South of Basel, Switzerland - equestrians are forced to to put license plates to their horses.
This is no typo or any other error, they really mean it!
The plates are much smaller than the ones for cars, though...
The sign reads:

Equestrians!
License plates mandatory
