Three-story, tan building, with lots of windows lines Cooper Street along this historic district. The building is composed of large stone blocks, with another property sharing its right wall and an alley to the left.

The building is unremarkable except for some complex detail on the front facade. I have a feeling this building was protected or saved to try and maintain the structural landscape of this 19th and 29th century street at a time when the locals went "nuts" and pretty much razed the whole town. The street is unique in that there is an equal mix of business and private residences. Tommy Skymer lived in this house in 1947. He was a famous local turn of the century boxer and his family had a business in Camden. As far as the namesake of this waymark, James Downey, a search revealed nothing about him.
