The Wiggins Mansion at 17 Portland Place was built in 1916 for Charles and Ella Liggett Wiggins. Charles Wiggins was a banker and was involved in real estate. Mrs Ella Liggett Wiggins was one four original heirs of her father's John E. Liggett, founder of Liggett & Myers Tobacco Company, estate. The Wiggins remained in the mansion into the 1940s.

The brick late Gothic Revival style house was designed by architect James P. Jamieson.
