The first complete country rural free delivery service in the United States was inaugurated by the post office department on December 20th 1899 covering the whole of Carroll County and small parts of adjacent counties with Westminster as the central distributing unit. Sign is located on East Main Street in Westminster, MD, adjacent to what used to be the post office building. That building is now used for other purposes, as the post office has moved.
