"DESCRIBED BY NATIONAL GEODETIC SURVEY 1967 AT WINTERS. AT WINTERS, AT THE EAST CORNER OF THE INTERSECTION OF MAIN AND FIRST STREETS, IN THE TOP OF THE GRANITE FOUNDATION BETWEEN TWO PILLARS OF THE BANK OF AMERICA BUILDING, 9 FEET SOUTHWEST OF THE CENTER OF THE NORTHWEST ENTRANCE, 0.4 FOOT SOUTHEAST OF THE NORTHWEST EDGE OF THE FOUNDATION, AND ABOUT 4 FEET HIGHER THAN THE SIDEWALK."
