Baton Rouge is the capital city and second largest city in Louisiana. Several flags have flown over Baton Rouge since its founding. Those of France, England, Spain, West Florida, Louisiana, Confederate States of America and the United States of America. The city was incorporated in 1817 and became the state capital in 1849. The city now has a population of 230,000. Located along the Mississippi, the city owes its location and its historical importance to its site upon Istrouma Bluff, the first bluff upriver from the Mississippi delta which protects from flooding. The city hall is located adjacent to the Old State Capitol building.
