Located in front of 27 W Market St, at a street corner this memorial first made its appearance when this stretch of road was better known as Lincoln Hwy. The memorial is at the town's center and nicely accenuates the small town feel of this borough.

This rectangular memorial is about 5 to 6 feet high and 15 feet or so long. It is framed by stone blocks with white cement between them holding the whole thing together. In the middle is a large list of names covered with a piece of plexiglas. There are seven columns of about 60 names per column. Outside of this part there are more names being added to this memorial in the form of two rectangular plaques attached after the fact. These names flank the plexiglas on both sides. There are urns which flank the sides of the memorial, sitting atop similar stone socles.

There are two gray stones at the top center and bottom with inscriptions upon them. The top stone reads "Hallam Borough and Township Honor Roll". The bottom gray stone reads "God Guide and Protect Them". The memorial is front lit on the left and right with the electrical work running up the back of the monument. A gold eagle with wings spread top the war memorial.

The memorial is at a street corner and set about 10 feet away from the sidewalk. There are nice brick pavers which lead up to it. You cannot park near it as their is a fire hydrant in front of it. Small flag poles flank either side of the monument. To the rear is endless grass, a lawn belonging to a local tea room. The rear rises gradually and becomes steep as this borough is very hilly and mountains can be seen in the background. The whole seen is very rural as this is a rather old town with a long history before and through the Revolutionary War.
