The Cullen Bay Ferry Terminal is the launch point for a passenger ferry to Mandorah as well as for fishing expeditions to nearby bays. It's main function is for the tourist trade and fishing charters, and not for primary transportation. Amenities are limited to benches to sit on and public toilets, however there are lots of amenities nearby along Marina Blvd. Well worth a visit to the area even if you don't intend to take a sea voyage.
