The warehouse and commerce district was set up separately from the downtown business district. The warehouse district does not appear to have any renovation or building stabilization efforts currently underway. Tried to find several buildings with names or dates to establish the time period of construction.
Coordinates are as stated in the National Register application as translated to DDMMSS units by the Wikipedia project. Entered into 60CSx to find the location and then used GPSr to translate the coordinates into decimal minutes.
