An Olds Cutlass - How did it get here? Float or Driven?

This 1986 Olds Cutlass has been here for at least 3 years. I discovered it on a canoe trip several years ago, then hiked to it on foot a year later. It is VERY out of the way. There is a VERY old "road" that leads to it but it is not passable (by car) with at least 100 downed trees across an old forest road. So did it float here? Possible but unlikely since this section of Bull Run is dam controlled down stream and does not flood anymore (high water yes...but enough to float a car?)
I reported the VIN number to Fairfax County police last year and they sent out an officer but his patrol car computer was down so he could not run the number.
Recently a friend ran the VIN through CarFAX and found multiple records, 9 of which were "sealed" - he did not know what that meant. So I went to check on the car. Still there. A bit more vandalized. But still "Resting in [relative] Peace"
I suggest parking near N38 45.215 W07723.980. This is at the end of the graveled portion of Evans Ford Road - a LEFT turn off of Yates Ford Road. Go past the 1st Evans Ford Rd on you right. You want the LEFT one several hundred yards later. Land on the left is private as is the land until past the LARGE field on right...then all is public park land. Continue down the road following the stream. Turn RIGHT on the Blue blazed trail. After about a mile, take a LEFT at junction of blue trail and abandoned road entering from the left. Follow to car.
