Margaret Mallino served ten years as University Park mayor, from 1988-1992 and 1994-2000. During her first tenure as mayor, the town acquired Queens Chapel Road and closed one end of it. In the ensuing controversy, she was not returned to office in 1992, but she did regain the office in 1994. As of 2009, she serves as the Ward One Council Member.
The tree is located along a path in the eastern section of the town park. It is slightly east of Riverdale Presbyterian Church (WM5RVD) and west of the tot lot.
