The plaque says:
In grateful recognition of Thomas Sotheron Estcount 1801 – 1875
Member of Parliament for Devizes, Home Secretary 1859.
Founder of the Wiltshire Friendly Society.
This fountain was built by public subscription in 1879 and restored in 2007 by Devizes Town Council with funding from the Heritage Lottery Fund and Mr Mike Pitcher, former Devizes Grammar School pupil 1953 - 1960.
