This is the Carolina Apartment building in Wilmington, NC that plays the Deep River Apartments which is where Isabella Rossellini's character 'Dorothy Vallens' lives in the movie "Blue Velvet".
Kyle MacLachlan's character 'Jeffrey Beaumont' pretends to be an exterminator in an attempt to enter Dorothy's apartment. Laura Dern's character 'Sandy Williams' helps him by playing the lookout in case Dennis Hopper's character 'Frank Booth' shows up.
Only the building's exterior was used. It's noted on IMDB Trivia that Dorothy's apartment was on the 7th floor and the Carolina Apartments is only 6 stories tall. The actual apartment was a set at the studio.
