There are lots of other fish-and-chip places named "Tugboat" but this doesn't seem to be part of a chain. Their batter is unique, like tempura, with panko crumbs for crispness. They also have fried vegetables (zucchini, mushrooms) and onion rings which are better than the chips (french fries). In nice weather, it's much more comfortable to eat outside; they bring the food out to your table.
