I haven't been able to determine who composed it, but the inscription is one of the most beautiful tributes I've seen on a military monument. I'd like to give credit to the artist and commissioning organization and so my research is continuing.

Description of Memorial: This memorial is placed near the Concert Pavilion at Gaithersburg City Hall.
It is a granite monument composed of five upright panels radiating out around a central axis. Suspended inside this axis is a bronze bas-relief globe. Each panel is inscribed with one of the emblems of a branch of the U.S. military on one side and a piece of the inscription on the other.
I found my visit to be very impressive since you have to walk around the monument to read the whole inscription. At each panel, you see an emblem as you read the words which reminds you at each step who is being honored here.
Wars mentioned (Multi-war only): Not listed
