James Dobyns served as Mayor of Kingsport from 2 March 1917 until his death on 12 December 1923. The city high-school, Dobyns-Bennett, is co-named in his honor. The city library has his picture (here).

The plaque on the obelisk reads:

September 1, 1867 December 12, 1923
The first mayor of Kingsport
A Christian, living the faith and never faltering in his duty to God or his service to mankind. He wrought ably and with unselfish devotion for this, his beloved city, making it the better for his coming and leaving to posterity the influence of a noble life.
