This is at the edge of a short railroad bridge which seems to have no purpose other than providing a pedestrian underpass for access to the beach from a small residential neighborhood. This is a busy section of track which can be in use at any hour of the day.

BRIDGE, 6.7 FEET SOUTH OF THE SOUTH RAIL, 18.7 FEET SOUTH
AND ACROSS THE TRACK FROM BENCH MARK D 29, AND ABOUT 1 FOOT
LOWER THAN THE TRACK."
