Carl Stokes and his brother Louis Stokes had humble beginnings. After the passing of their father when Carl was two, their mother raised them in Cleveland's federally-funded Outwaithe Housing. Carl and Louis persevered and both earned law degrees. After a time as partners in private practice, both became nationally-know politicians.

After a three terms in the Ohio House Carl Stokes was elected the first African American mayor of Cleveland in 1967. He served one term before moving on to New York City where he again broke ground as the first African American network television news anchor for WNBC.

His grave is a relatively simple stone. His achievements are marked by a nearby plaque posted by the cemetery. The inscription on the side of his headstone reads, "He fought, never gave up, may not have won, but fought a good fight."
