When the federal government mandated that all municipalities create a program to handle overflow waste during periods of heavy rain, Salem decided to create it's new facility under Rover Road Park. About 75% of the park area was dug up for construction, and that area has been completely remodeled. The park is now open to casual users, but a new grand opening is scheduled for this spring.
