Lepper Public Library stands testimony to one woman's memory of her husband and to her vision for her community. Founded in 1897, in memory of her deceased husband, Charles, Virginia Lepper's gift allowed public access to resources valued and needed by the village's residents and began over a century of service that continues even today. Originally built to house 13,000 volumes, the library now holds in excess of 70,000, maintaining significant historical relevance and credibility in addition to effective library work for its 15,000 registered patrons.
This donation to the village initiated an ongoing trend recognized by each library director and board of trustees to come: the close relationship between the organization and its community. By definition, a library is a location dedicated to the dissemination of information to its surrounding area. Lepper Public Library is no exception to this rule. It is closely linked to its patrons, promoting literacy and furnishing educational supplements in a village considered part of the most northeastern segment of the Ohio Appalachian region.
In fact, the library's relationship with Lisbon is seen as the defining force of its services, affecting its material selections, business hours, and outreach methods. It staffs approximately fifteen individuals with collective experience in item selection, computer operation, and public relations work. It has an active children's department, a reputable genealogical section, and a unique bookmobile outreach program.
