This is a Multi-War Memorial created by the Women's Relief Corps Post 28- which was the Women's Auxiliary of the Grand Army of the Republic - a Union Civil War organization. This memorial was created in 1923, some 50 years after the G.A.R. was organized. It honors veterans of the Civil, Spanish-American, and World War I. It is definitely a different memorial and definitely unique, since the Civil War ladies also honored veterans of other wars.
