12.3 MPH - The developer for this area has a wry sense of humor. This sign is posted along a loop road just out side several Shopping Center parking lots. It is just east of Powers Blvd. and north of Constitution Ave in Colorado Springs.
The road is 5 lanes wide (2 in each direction) and a center turning lane. There are several exits from the parking lots onto this road and some are hidden, so I guess in some way the limit makes sense.
Now lets look at this speed:
12.3 Miles per Hour
It equals
19.79 KPH "Kilometers per Hour"
or
4.11 LPH "Leagues per Hour"
or
42773.2 CPH "Cubits per Hour"
Oh heck, no matter how you look at it this is slow.
