This courtyard fountain has been converted to a small rose garden. Palo Alto, like all of California, has water shortages. Although a fountain recirculates its water and probably does not consume any more water (lost to evaporation) than a garden does, the city thought this would be a good example of conservation. In Palo Alto's mild temperatures, roses bloom nearly year round.
