Two late-19th centurey library associations found a home in music professor Will Thompson’s store in East Liverpool. The second, run by the Trades and Labor Council, was the precursor to today’s East Liverpool library. In spring of 1899, two local businessmen requested a Carnegie grant to build a permanent, devoted structure. Carnegie, who had spent part of his childhood with relatives in East Liverpool, responded with a $50,000 grant. Businessmen came together to purcahse the East 4th Street lot, and construction began that same year. Chales Owsley, a Youngstown architect recommended by Carnegie, designed the two-story bulding. The previous library doanted their 2500 volumes, and townspeople contributed books as well.

Five thousand people were on hand for the 8 May 1902 dedication. Since then, the library has played many roles in the community. It has functioned as a museum and as a bomb shelter. Exhibitions of local potter hae been shown, and bandages have been rolled for the WWI war effort. The library has undergone some interior renovation, but for the most part looks the same on the exterior as it has for over a hundred year. It continues to serve the people of the tri-state area and is an important part of the East Liverpool community.
