A really old looking fountain that is no longer in use

I am not 100% sure this was a fountain. I am pretty sure it was a fountain because:
1. It has a pipe coming out of the center that looks like it was made for water
2. The shape of the structure suggests it was designed to hold water
3. It is a good place to put a fountain
If this was a fountain at one time, it sure hasn't had running water is a VERY long time. The pipe looks rusted and the finish is breaking off on the outside of the structure.
Near here is a spectacular World War I monument that is an exact replica of Stonehenge. Be sure to check it out!
