Yes, you have to go inside the fence to be at ground zero. Ground zero is next to the large tree by the playground.
Directions from Center Street (main road) is to turn south of Lamont Street and then right on Waverly Road. Park along street. Access point in the fence is near the corner.
Per official sign, do not try this waymark before 3:30PM on school days. Otherwise a nice playground for the kids to enjoy while you are chasing satellites.
