A Federal soldier, dressed in a military uniform that includes a knee-length coat and brimmed cap, stands at parade rest holding the barrel of a rifle with both hands. The butt of the rifle rests at his feet. The figure is placed atop a tall inscribed tiered base. A new brick foundation now resides under the original base.
