Wheeling is in the northern panhandle of the state of West Virginia, a narrow strip of territory sandwidched between Ohio and Pennsyvlania, and following the shores of the Ohio River. It has alot of history, with buildings dating back to the mid-1800s. The downtown area has several old buildings, and a new arena for sports and arts events, and a renovated river shore park. It is also the location of the region's newspaper headquarters, and town hall. This barber shop is located right in the middle of all these businesses and government buildings.
