E. M. Waite was one of the early business leaders of Salem. He owned a printing company that produced the first city directories of Salem. The original fountain was dedicated in his memory around the turn of the 20th century. The Columbus Day storm of 1962 did a great deal of damage in the area, and this fountain was badly damaged. An architect hired by the state proposed a redesign of the fountain, and gave it the form you see today.
