The East Liberty neighborhood experienced a urban re-design in the 1960's, now considered a failure, in which old buildings and streets were demolished, and a new commercial town-center built. As part of this urban development, this fountain was placed at a road intersection. The new library faces the fountain.
The metal sculpture with human figures in a circle is titled "Joy of Life", and made by sculptor Virgil Cantini.
