The mural at SCOPE Park, takes up one wall that appears to be the former foundation for a building that once stood at this location.

The mural depicts silhuetted figures holding hands as they parade across the concrete foundation of a building that is long gone. A very nice piece of art that utilizes what could have been an eye sore in the downtown area.
The dedication on the left hand side of the mural reads:
"Mural designed & executed by P. Bartczak, Clownbank Studio, with the able assistance of Martin Turner & B. Anna Pederico.
Sponsored by the S.C. City Art Commission"
I couldn't find very many details about the park itself other than the following:
"SCOPE (Santa Cruz Organization for Progress and Euthenics) a once very active environmental organization created the park as part of the Town Clock environment. SCOPE was formed in 1963, and gave many awards for improving the environment. Roy Rydell was a key mover in SCOPE. "
