This disk appears to be a reset of 'PIER 3 USE 1915' (JV5574) - a chiseled cross listed in the NGS & Geocaching.com databases

Unfortunately the original benchmark (chiseled cross) is gone. It was described as being in the stone coping & the SE corner of the coping (about 6' or so) was replaced with cement. The 'new' disk appears to have been placed in the same location as the measurements seem to line up - the '8491' stamping looks like it might have been '1948' stamped upside down. This disk doesn't appear to be in the current NGS database.

DESCRIBED BY US ENGINEERS 1915 NEAR THE HEAD OF BALTIMORE HARBOR, ON THE STONE COPING, NEAR THE SE CORNER OF THE MERCHANTS AND MINERS FREIGHT SHED, 1.579 METERS (5.18 FEET) W OF AN OUTER ANGLE OF THE COPING, 0.768 METER (2.52 FEET) NW OF ANOTHER OUTER ANGLE, AND 0.902 METER (2.96 FEET) FROM THE SOUTHERLY SIDE OF THE FREIGHT SHED. THE STATION IS MARKED BY A CROSS CUT IN THE STONE. THIS POINT WAS USED IN 1934 FOR THE COMPILATION OF AIR-PHOTO SHEET NO.5345.
1/1/1975 by NGS (MARK NOT FOUND)
RECOVERY NOTE BY NATIONAL GEODETIC SURVEY 1975 (GWJ) THE STATION FOUND APPROXIMATELY FITS THE LOCATION OF PIER 3 USE 1915, HOWEVER THE CROSS CUT IN THE STONE WAS NOT FOUND. INSTEAD OF THE CROSS, A STANDARD BRONZE DISK STAMPED PIER 3-2, 8491 WAS FOUND.
To reach from the main entrance to the National Aquaruim in Baltimore - proceed S along the pier past the Lightship Chesapeake & the USS Torsk to the S end. Follow the pier SE behind the aquarium to the southernmost point, the disk at the edge of the coping, and a great view!
