One plaque states:

The Freedom Tree with the vision of universal freedom for all mankind this tree is dedicated to Col. John S. Finley III and all prisoners of war and missing in action 1973.

There are also additional plaques and signs such as American Ex-Prisoners of War and Disabled American Veterans. It appears that there were other signs but they are currently missing.
